I disagree with the "socialization" part. Just because she acts that way does not mean the owner has not had her out at all. My Lexie is a very fearlful dog, and I believe with my whole heart that it is a genetic thing- NOT her upbringing. We have been working with a trainer to help her overcome her issues. We have come a very long way, but still have a ways to go. Please be careful not to be so quick to pass judgement. Dogs are like children- some of them are easy and some of them are not. It is hard to understand if you are one of the lucky ones who got an "easy child/dog". Sometimes you can do everything right and still have issues. (sigh!)
The grooming part is the part that I would be most concerned about and whether or not the dog is healthy. I do applaud you for being concerned!!! I hope you can help "guide" the owners along. A positive non-judgemental approach will hopefully do the trick!
