Yes, she can do that, but she should give your money back and wait until the pup is ready to go. AKC considers these things a civil matter and refuse to get involved..but you can ask that a letter of complaint be put in her records. Make a complaint to animal control and call her vet and tell them how you are being treated...might keep them from giving her name out for pups. I would call her and tell her she has 3 days to refund your money in full or you will go to small claims court. Legally, a breeder can not hold your money until they are ready to release a pup.
If she is a member of the Yorkshire terrier club you can report her..they hate stuff like that and will talk to her and try to resolve it.
I would not want a puppy from a breeder who has ringworm in the kennel...what a nightmare.
