My lucy had really bad mats like that too and I took her to the groomers' and they just practically shaved her, well not really but her hair is really short, no more puppy hair
but it needed to be done, because I want her to enjoy being groomed not afraid of it like my dog Max so i'm sad her puppy coat is gone but it will grow back eventually, i'm sure.
