Yes very normal. A yorkie puppy's ears usually start standing anywhere between 6-14 weeks and then go up and down with teething. Lacy's ears went up at about 13 weeks and then one ear kept going floppy for a couple weeks and then finally stayed up. You might want to shave the hair off the top 1/3 of the ear (called tipping the ears) to help them stand easier
