I would have to agree with that...to an extent. I've trained several horses, and it's been my experience that 99% of the time that "problem" horses were actually the result of their owners. It was the owners that needed to learn how to work with their horse.
However, dogs have their good days and bad days, and it is in their nature to learn to be obedient due to the fact that they are a pack animal with a pecking order. You can tell a dog, in the right way, to do something, but it will not learn it without repetition and consistency. So that being said, I think both owner and dog must go through a learning process.
