Are you going to cut him yourself or take him to a groomer. If you're taking him to a groomer, I'd tell him/her that you want a "puppy cut". If the mats are close to the skin and won't come out, there will be some spots with a "close shave". But the hair grows pretty quickly and the comfort he feels getting rid of those mats will far outweigh the short time he has short hair. Also, whether you're using a groomer or doing it yourself, since it's his first haircut, it will be a new experience for him. Be prepared for it not to look absolutely perfect, although GOOD professional groomers are amazing with puppies and unruly puppies. Some YT'ers on here get a puppy cut on the body (short) and leave the head long (for more of the traditional yorkie face). Don't worry - whatever you get will grow out fast. The important thing is getting rid of those uncomfortable mats!
And the ears should be trimmed up to help keep them erect while he's teething.
