As for the raw food diet, I feed mine deli sliced chicken and turkey with diced cooked carrots and sometimes cottage cheese. There is a section on YorkieTalk for Yorkie diets, you might read through there to see what info might be helpful to you.
People with toy breed dogs do use harnesses over collars because toy breeds have weak treacheas (I hope I spelled that right.) With the harness, the resistance is distributed equally over the upper body and not just the throat.
