I am guessing none of us here in the states can talk about German Laws and what you can and can't do. In the states, normally you would have to return the dog to get your money back.
A pedigree shows 3 generations of the dog and has been documented by a registry. If you did not receive one then I am assuming you bought a mix breed puppy. She is adorable but I doubt she is a purebred Biewer. Just love her and enjoy her for herself.
Sorry but I do have to put in here "Buyer Beware" meaning you can't believe everything someone tells you. She might have told you she was a Biewer but you didn't have enough knowledge to ask for her pedigree (which would prove for the most part) that she was a Biewer. Biewers in the US sell anywhere from $850 - $4000 depending on if they are breeding/show quality.
