When she goes for walks, is she walking on grass? Maybe to her the grass feels like carpet (if you have carpet in the house) and she knows not to go there. I'm not really sure what else it could be... Does she show signs when she has to go? Maybe if you know she has to pee soon, take her for a walk then. If she can't hold it for the whole walk and just goes, praise her to let her know it's okay to pee while she's out for a walk.
