It was a HAWK! 
Perched on my gate! The dogs were inside, but I called my son and told him not to take the dogs out for potty or anything.
It was actually a smallish hawk; I don't think it could have picked up these dogs, but still...

That is SO scary! I would FREAK! This is one of the primary reasons why Violet is being trained to go INside. We have a lot of hawks in the area that I live in. In fact, I saw one last week that I swear was as big as a 5 year old CHILD -- it was crazy.
