Jake doesn't like to come inside either, but he doesn't cry once we're back in. I take treats with me, so I can give him treats when I tell him to come or stay, etc. When it's time to go back in, I have him come and sit. I give him a treat and put his leash back on. Then, I ask him if he wants to eat or get water, and he comes in with no problem.
