If she is not feeding him it is probably hypoglycemia. It is very dangerous and he could die especially if he is truly that young. If he is having a seizure, he needs something now and then he needs to see a vet. Tell her to give him nutrical if she has it, karo syrup or even sugar water if she doesn't. This puppy needs help now, do whatever it takes.
I did a quick search and this site talks about hypoglycemia. Show it to her.
