It's a sick person that would do that to a dog - she needs help and fast before she DOES kill that poor puppy.
You can report her if you feel the dog's in danger. They may come out and check on the puppy's health and issue her a citation if they feel the dog is malnourished - but I'll say it again - she is sick. That's a terrible thing to do to ANY living creature. She sounds like she needs help not only for herself but for what she's doing to those around her
