I feel so bad for you having to deal with this.
We just put up a fence and we live directly behind the head of town council and he already had a privacy fence up. I was really stressed about putting another one back to back, but they were really nice about it and let us link into their fence, and we continued theirs, giving them more privacy panels.
Neighbors can be the absolute worst sometimes and I really hope you get everything straigtened out. Sometimes there is just no talking to people that only want to cause issues.
