My parent's are strooongly against having the dog upstairs (but I will try to convince them), I'm kind of skeptical about the shock collar and although puppy shopping would be fun, it's pretty much out of the question.

Why would anyone put on a shock collar to keep a dog quiet when all
he wants is company? Please explain to your parents that these little
dogs are like children and require company most of the time. For him
to sleep in his own bed/crate next to you and hear you breathing will
calm him down and everyone can get a good nights sleep. It's not the
dog's fault in this case, he is trying to tell you something. Listen to him
please. This is one of the easiest fixes ever.
