I think that with the warning signs that were there that might have alerted you that it was a puppy mill, you should have walked away from the beginning... but what's done is done now.
I know that I personally could not return a puppy based on size. And since you know that this place is in fact a puppy mill, you may get a very sick small puppy, or a puppy that has been starved to stay that small, and once you get the smaller pup, it will grow just as big, if not bigger as the one you have now.
No breeder can guarantee size.. but I will tell you that at 3 months Mckenzie was 1.5 lbs, and now at 5 months she's close to 3. My vet is estimating a 4 lb weight give or take... so there is still a chance she will end up small.
And on another note, I have a jrt/yorkie mix who is 7.5 lbs but she is only about 2 inches different in size than my yorkie girl who is 3 lbs.
It all depends on how they grow.
