I see how you feel that you have that "right" but what bothers me the most is that you actually paid for it., I mean..if someone leases a house from me, gives me their rent money, and a week later says "no, i don't like the floorplan, never mind"...well, i'm sorry but you signed an agreement and gave me money. bottom line, you should not have given him the money for the pup if he was not what you were looking for. you said that you saw all the signs there...but yet you still gave him a lot of money ( more than what I paid for my Maggie) and walked out with a puppy that you personally chose. if you were not happy you should not have handed him your money, and you should not have walked out with that puppy. so, as horrible as what he is doing is.,..you are partly at fault here. yes, you should report him. yes, he is horrible. yes, you should have walked away with no puppy. I looked for almost 6 years for a yorkie...all i ever found was backyard breeders and puppy mills. i REFUSED to buy one from them. i wanted a pup that was bred and raised in a home with a family. not in a cage...so that is what i got. period. if I had bought one of the puppy's at the flea market, or at the many many puppy mills and byb's that i visited, i would have no right to complain if the puppy didn't turn out to be what i was hoping for.
