I don't know how much you are looking to spend but you could look for an old wardrobe at a flea market or antique store. I have a wardrobe in my livingroom and it have a bar in it and would work great for dog clothes. It also has shelves that you could put other things such as treats and stuff on. You could look for something like this.

Here's a pic of my wardrobe of couse as you can see I don't use mine for dog clothes. I use it for junk that won't fit in my kitchen and closets. You can't really see it in the pictures but there is a bar at the top above the top shelf.
