Size cannot be guarantee. Not even a good breeder can guarantee you the final weight of the pup. I mean, you can look at the parents size to have an idea, but they can always be exceptions.
And as far as the pup, I don't know what to tell you. You already have him with you, so now it's your decision. If you hadn't got it yet, I would say cancel the buy, because it really seems like it's a puppymill and you can get a pup from a reputable breeder for that amount of money.
