I agree with this - you're not a bad mom - we've all been there ! I had to shave a few spots with Cheri under her arms when she was a puppy - it IS hard to brush all the way to the skin...if it's bad - just start fresh cause getting out the matts hurts them and I know you don't want that - IT WILL grow back !
