My rule of thumb is you can wait an hour then go to emergency, if you know there is one more pup and nothing has happened.
Sometimes it can feel like there is one more pup - but may be actually her uteris contracting after having pups and is quite normal. I always take mom and the pups in to the vets the morning after having pups in the night anyways for a check of everyone. This way I know all is well and we can all rest.
