They will actually go up and down during all the teething stages when their calcium is fluctuating (that's what I've read). Coby's were up when we got him. Then one went down for about a week. Then it went up and the other went down for a week. Now they're both up and perfect. I'd say if they aren't both up by 4 months, you could think about taping them. But most stay up by themselves eventually.

And those that let their pup's stay down, they're still adorable!!
