I"m not EXACTLY sure. Some dont ever pop up.

I got mine at 16 weeks or so and after 1 week one popped up and after 2 the other popped up. Keep the hair trimmed kind of low so it wont weigh the ears down. I kind laid him on his back at night and massaged his ears while they were being held up by him having his head tilted back. Not really necessary, but he loved it.
