Angry Theft in the first degree

Perhaps in some jurisdictions this is not a theft, but in most States in the United States theft is defined not simply as actually taking, but also as exerting unauthorized control of the property of another with the intent to deprive the rightful owner AND to appropriate lost property with the intent to deprive the rightful owner. The value of a yorkie (if we choose to just view it as merely property) can easily exceed $1500 which is the typical definition of a theft in the First Degree. So keeping Zeke is indeed not just a crime and a theft but a felony level offense. The police have special units that are dedicated to property crimes so no one is taking folks away from catching murderers or child molesters and in light of that I would put the preassure on these officers if they are still not taking it seriously! Yes police have jobs to do, but if they are not doing them, are lying to vicitims of crimes even if they "are just missing dogs", people have the right to complain.
