I think the test you are refering to is the Canine Good Citizen test. Passing this test mainly shows your dog is well behaved and well trained but it doesn't guarantee that you dog will be allowed to go into any store. The only way a dog is allowed to go into any store is for it to be a Service Dog because it's illegal to refuse entry to a service dog anywhere.
