Did the vet scan him for a microchip? It might be worth a shot...poor guy must be scared to death..but in time he should adjust...definetly get him a little harness..I can never let mine run unfenced or they would run off too...and they love me lol...they just have never been off leash or unfenced and want to explore...he may never be able to be offleash...can you post some pics of this little man..Id love to see him and your others too!!
