Quarantine is used when an animal enters any new country. They are basically in a kennel and made sure that they are free of any illness and if vaccinations are needed then, they are administered. All animals must go through it when going in and out of a foreign country.
Also, animals in the states that are thought to be sick (rabies, parvo, ect.) are put into quarantine.
