It's neither. It's a liquid detangler. It was originally made for horses but other animals can benefit from it too! You can find it online or at a horse tack shop, and it's pretty cheap. About $8 for a bottle I think.
You just put a bit on where there's a tangle or burr and it's like an oil, it just helps things fall out easily. And after you're done the fur doesn't feel oily. It's great!
