Yep, moving them a few feet at a time is the way to do it! Put one back where it used to be, as well as one in the "final destination". Bring her to the new spot several times daily, and if she goes there, PRAISE, PRAISE! and TREAT! Then, over the next few days/weeks (depending on how far you have to move the pad), move the pad out of the dining room slowly, about 1-2 feet at a time, until it's right next to the one in the mud room. This does mean that you'll have a pee pad in the middle of your room for a few days, so try not to have company over until it's completely moved. Also, you might want to treat the carpet/flooring good with something like Nature's Miracle in the dining room where the old pad spot was. That way, it will help her not to pee in there anymore.
