I'm seriously considering spay/neuter before they go out the door. Even if your contract says that the dog will be conviscated or they will be fined you have to find the dog first and take them to court to collect the dog or the money. Who wants to spend all of their time in court, so much stress! It's sad that people will lie or ignore the rules but there are some great actors out there and they want something without putting in the work for it.
