When my Bichon, Lacy, was a puppy, she didn't want to come when called. I put a leash on her and let her drag it around, always in my sight for her safety. I carried treats with me all the time and called her to me very often, always offering a great treat. Cut up hot dogs dried in the oven work very well. If she didn't come, I gently urged her to me by pulling her toward me with the leash and praised her like she had come to me on her own. She caught on quickly and would come running the first time I called her. I think coming when called is very important, especially if you get into a dangerous situation with a loose dog. Lacy learned to come the first time I called her and still does today at the age of 10.
