Have you tried the infamous 'clicker' that is sold at most pet stores? It's a simple noise maker, that very rarely do dogs hear it so when they hear it, they're alerted. There's techniques to it though; because they don't know what it is, you train their ear to hear it by 'click, then give a treat. click, then give a treat' with no commands attached like 'sit' etc. Just a simple repetious doing over and over and over, a few times a day. Eventually, they'll catch on that when you click... you mean business.
