Even rescue shelters that I know of won't release a dog to you until after it's spayed/neutered, or if the pups to young you have to put extra money down to try to ensure you get it done. It also says in their contract that if you fail to get them spayed/neutered they can take the dog back, so I think your justified in doing whatever you have to to ensure your rules are followed. I had to pay $300 extra to get full registration for Penny. She's only six months old, and until she's atleast two and has all the proper tests done I won't breed her, but a lot of people don't care and are in it for the money only. You sound like a very responsible breeder to me. Good luck.
