on the dog whisperer there was a dog that was really afraid of everyone. He said to keep your back to the dog. Don't try to force yourself on him by petting or talking to him. NO touch, No talk, No eye contact. I'm not sure but it sounds like the dog is afraid of others so maybe that could help. Eventually, when he's sees you are not a threat, he will come out. at least that's the theory.
