I don't really know. I've read that until they are four months old that they do not know they need to go until they are going.
Having raised small dogs since I was a child, I believe it, however, having the same person with them 24 hours a day can make a world of difference in their training. Some breeds are easier to housebreak than yorkies, but that is simply my personal experience and belief.
