She sounds horrible - you should have stopped at your misgivings and never bought the dog if you had doubts - but that's done and over and now you just need to decide how far to take this. I'd def report her to the BBB -

the hair just may grow in and you could end up with a cute puppy - the vets can do further testing to find out if it's medical

If you've already bonded then I'd wait and see what happens - but Still report her for bad business practices - you didn't say a time frame and some breeders (Especially ethical breeders) WILL take back a puppy but it sounds like she could care less that you're unhappy.
