definitely use a "step-in" harness...It's much safer for them. chattiesmom is a member on here. I don't know if she has a website, but you can send her a private message with your dog's measurements or just to ask her questions...Her silk harnesses are awesome and she has matching leashes. She'll even put crystals on it for an additional fee if you want.
