This is probably exactly what will happen - they may cite them & they probably won't lose him - but he sure can't be happy outside chained up like that ...i can't stand to see any dog tied to a tree....
if anything - your call may improve his life quality...though tied up like that I doubt by much poor baby -
he must be so lonely
