There are laws on the books right now that would shut down all puppy mills if the laws were enforced! There are USDA laws that state clearly how any animal can be kept. When people ask questions, they say they don't have enough people to enforce the laws. We need to get after the elected officials to enforce the laws. New laws regarding the general treatment of animals would be very good, too, with appropriate penalties.
