It NEVER ceases to amaze me that anyone would leave their dog outside in the heat - if he DOESN'T have shelter from the sun I believe Texas law can step in and demand they get cover for him - it's WAY too hot here for a dog outside - the water would be hot in 1/2 hour and not to mention heat stroke - I would make the call to your SPCA and tell them - at least you'd be helping that poor doggie - If you get pictures of the back yard or where the dog is - BETTER.
When I had to report abuse of a poor dog I emailed the SPCA WITH PICS and they were out to the house in 2 days. The people surrendered their dog and it was a good thing - he was slowly dying a horrible death - Chanel alerted me to him and I climbed my fence with my Zoom lens and took LOTS of pics -the Houston Animal Cops - the SPCA.... were my hero's when they rescued that poor dog !
