yes it is - I read the article - he was left outside taped up in the heat and thankfully someone came and saved him - they didn't even file Charges on that LOWLIFE yet from what I read
not only was his poor mouth taped shut - he was chained....Bless his heart - i hope he goes to a family that will give him the life he deserves
