I hope he is but he looks more like a min pin/yorkie mix. Also, there is no such thing as a red leg. Look up the AKC standard of the breed. How well do you know the breeder/seller of this puppy? Do the parents have AKC papers? To get the ears up, shave all the hair off of them now until they stand up on there own. You might even have to use masking tape to "stand them up" for awhile.
