They do that b/c S&H fees are NOT refundable .... I once bought 4 energy saving light bulbs for $2.00 with 10$ S&H, one of the light bulbs blew right away ...

He offered to refund my money (50¢) if I sent the bulb back ... It would have cost me more to return the bulb than to simply keep it.

Such is life.
