I'm sorry..that's not fair, at least in CA. They revamped the DMV here several years ago, and I've had to go there for different things and have had absolutely no wait, and the people were all really nice to me. In fact, the difference is so amazing, you'd think that they hired an entire new staff, but I know some people who have been there for many years, that wasn't the case.
Some people are just mean and rude people.
