We don't want our yorkie or maltese to develop luxating patellas, so we have little carpeted stairs at the edge of our bed and the couch. You might try getting stairs like that and get him used to it, and then maybe he will attempt the big stairs. But if the stairs are not carpeted, it's likely that he won't want to go up and down them.
