I agree I would have your dad stop playing with her like that, at least until she learns its not ok to bite. Reagan is about 3 now and when we play rough she doesn't bite. She uses her mouth and her teeth will touch my hand but she doesn't bite down. With her and our last puppy(a bloodhound) whenever they would bite we would say "oww" like it really hurt and they would back off b/c they didn't want to hurt us. But I'm thinking they must have been a bit older then b/c I can't really imagine and younger puppy understanding that they are hurting you and understanding that this isn't something they want to do.
So nothing I've said helps sorry. I would have your dad stop for now though. Continue with a firm no and maybe clap your hands real loud just to startle her and get her attention. Also I know some people do the rolling them over on their back thing. I have never done this, not because of any reason in particular I just haven't ever needed to I guess. But you can search through a few threads and read about it. I've also read where people would hold the nose and say no as well. Whatever you chose the most important part is be consistant, don't let her get away with it even once.
