Yes, The FCI connects the oficcial kennel clubs in countries outside USA (but only one kennel club in each country). The docking has been banned in many countries so I think that is why the standard was changed. So if you have a dog in a country that bans docking your dog must have his tail when you show him. You can only show a docked dog if he was born in a country that allows docking. If you have a dog that is born for ex. in Iceland and someone has docked his tail, you can not show him. Only if the tail had to be removed because of injury and you have a vet cetivicate to proof that.
