Try and get anything in his hair just to get him used to it. There are even those clips that you bend open and closed that you might be able to get in quick.
The way I hold Reagan when I put in her bows helps, I believe. I will sit on the floor or bed with my legs open in a "V" then put her between my legs facing away. Then I cross one front in front of her kind of like a half indian style. She will usually end up putting her chin down on my leg and wait until we're finished. This allows me to kind of hold her in place while my hands are free to put her hair up. It just takes time to get them accustomed to having you mess with their hair like that and also to wear something in it. Eventually he'll get used to it. Good luck and keep trying.
