I'm so sorry your little girl needs to have an FHO done. The price you were quoted seems about right. I think your right for wanting a board certified orthopedic surgeon to do it. I work for one in jersey. I have not heard of dr. lesser tho. If you felt comfortable with him then i say have it done there. TLC speaks highly of dr. hinton who is also a good surgeon. If you want a second opinion then i suggest going to see dr. hinton, but you will be charged another consult fee.

The recovery after an FHO is a long road but not as long as a knee surgery. restriction is key. Not letting your dog run, jump, or play helps keep the activity down which will help let the hip heal. Walks are an important part of the recovery as well. At first the walks need to be short and few. the walks can be lengthened after a few weeks.
