Payments for the right home seems like it may work for a few cases, but I still have concerns they wouldn't be able to handle vet bills or emergencies with a puppy.

That's why it would depend on the individual person.

Ever had puppies available at tax time? That's a big concern of mine. People have a pocket full of money from their taxes, and can pay for a puppy at once, but who's to say it will get what it needs afterwards. Thats why its so important to get to know people better before making a decision.
